It is available pretty much anywhere in the world; Tesla's Rangers will come service it in your driveway if need be; It has all certifications as far as I know.
However, if you want one you might be running out of time: Tesla is not building new Roadsters until after they redesign it for in-house production, and that wonn't be happening until after the Model S launch next year.
