Custom scroll button is acting weird

I have it set to "Fan Speed" and it has been working fine. But in the last couple of days when I push it up or down, instead of changing the Fan Speed it gets into the "Customize" mode and scrolls me through the options that can be customized to this button ( including the Fan Speed ).

Anybody had this issue? I'm on 4.1

There is a setting called "All" or something like that, which allows you to quickly change among the apps. You probably accidentally changed it to "All."
