Will this "DOE ARPA-E funding opportunity announcement for about 20 million" lead to more competition for Tesla Motors?

The US Department of Energy (DOE) Advanced Research Projects Agency - Energy (ARPA-E) has issued a funding opportunity announcement (DE-FOA-0000869) for about $20 million for the development of transformational electrochemical energy storage technologies intended to accelerate widespread electric vehicle adoption by significantly improving driving range, cost, and reliability. ARPA-E anticipates making approximately 8- 12 awards under this FOA.

It looks like they really want to have better batteries for EV's. The game is on?

If you were an engineer in this field and had two job offers. One offer from a company, Tesla, that has a customer base and growth as well as growth potential. The other is a company you have never heard of and just got a ton of cash from uncle sam, has no customers, and likely will only be around until the magic money runs out. Which company would you work for? Which company would you buy products from?

My answer to both of your questions would be Tesla Motors, of course.

But others will decide differently. They will work for uncle sam. And my question is: "will this lead to more competition for Tesla Motors"? Assuming that they will be able to develop a competitive battery.

I hope it does.
The more competition the better.
I don't think I will ever buy anything other than a Tesla. Besides the incredible performance, they have won the hearts and minds of this family.
